Ohio

Ohio was the fourth-largest prison-building state behind Texas, Colorado and Missouri.  Ohio's prison population peaked at more than 49,000 in 1998, but dropped to 43,800 this year.  While many states continue to wage never-ending legal battles over prison mental health care, the voluntary changes made in Ohio have become an important new model for prison reform.  Also in Ohio, many pilot programs are being developed such as ACT (Assertive Community Treatment) and mental health diversion courts headed by Justice Evelyn Stratton, to try and help transition inmates back into the community or to keep them out of the prison system.  In April 1993, nine inmates and one prison guard were killed during an 11-day riot at the Southern Ohio Correctional Facility in Lucasville.  That trend was evident in Ohio, the report said.

Ohio prison officials have agreed not to discipline a department employee represented by The Becket Fund for Religious Liberty who wears his hair long for religious reasons.  This report describes the process of prisoner reentry* in Ohio by examining the policy context surrounding reentry in Ohio, the characteristics of inmates exiting Ohio prisons, the efforts to prepare inmates for release, the geographic distribution of prisoners returning home, and the social and economic climates of the communities that are home to some of the highest concentrations of released prisoners.

In this article, we profile a number of products related to personal security, personal protection, emergency response and personal alerts.  The piercing sound of personal security alarms can even be used to ward off vicious dogs or wild animals and of course would be thugs and muggers or even home intruders.  Community and personal security involves measures which community leaders, families, businesses and individuals can take to enhance safety and personal security.  In a world full of spam, identity theft, and heightened national security, no one can argue that personal security isn't important.  Passenger surveys consistently reveal that, despite low levels of recorded crime, passengers have real fears for their personal security while travelling on public transport.  This study uses a blend of quantitative and qualitative research methods to investigate the full range of issues relevant to walking, using public transport and personal security and identify and assess case studies of best practice.

Security Concerns

The following guidelines should be used in reviewing your residential security.  Choose a location that offers the most security.  Check with your security officer for advice on setting alarm systems when you are away for long periods of time.  A good sense of what is normal and what is unusual in your surroundings could be more important than any other type of security precaution you may take.  Unfortunately, crime is all around us, and a non-lethal security product is the best deterent.  In the next post the methods of providing oneself with personal security will be discussed.  Part of the reason for our increased awareness of security, and a way of maintaining this, is the use of technology.  There are a number of steps you can take to help protect your safety and security, whether at home or out and about.
The average security camera can catch all these actions, but the footage isn’t much help if the person monitoring the screens is dozing, or so wiped out after hours of viewing that he wouldn’t notice a mushroom cloud erupting on monitor three.  Learn how to vastly improve the physical security of your home; develop alert street smarts; stay safe while traveling in your vehicle, out of town or abroad; recognize and avoid crimes of the new millennium; keep your children safe; choose and use effective nonlethal weapons; engage in nasty unarmed combat; and utilize radically practical shooting skills that have been perfected in real-life situations.  There are a few security rules of thumb that should apply to any hotel room you rent.  When you find a suitable hotel that meets your safety standards and will cater to your security needs try to stick with it or with the same hotel chain.

Personal Protections

Personal protection alarms are convenient to carry, and extremely loud, giving you the attention drawing capability you need, when it matters most.  If you are in a parking lot or parked on the street and have trouble, be wary of personal assistance from strangers.  If you wear a personal stereo, remember you can't hear traffic, or somebody approaching behind you.  If someone threatens you, shout and scream for help and set off your personal attack alarm if you have one. Most importantly, keep on your guard and be alert at all times but remember crime is rarer than you think so don't have nightmares.

Alcatraz Island, located in the mists off of San Francisco, received its name in 1775 when the Spanish explorers charted San Francisco bay.  Alcatraz lighthouse, the first lighthouse built on the Pacific Coast, was completed and lit for the first time in the summer of 1853, and a fog bell, rung by hand, was added in 1856.  Alcatraz was used as a federal maximum security prison from 1934 until 1963, when it was closed due to high costs and security issues.  Alcatraz was considered a perfect area to house a prison due to fierce currents and the icy cold waters it was supposed to be inescapable.  To this day, Alcatraz is best known as one of the world's most legendary prisons.  Most people know that Alcatraz was once a world-famous federal penitentiary, but the island’s history before and after the penitentiary era is less well known.  The earliest recorded owner of the island of Alcatraz is one Julian Workman, who was given it by Mexican governor Pio Pico in 1846 with the understanding he would construct a lighthouse on it.  Instead the army switched the focus of its plans for Alcatraz from coastal defence to detention, a task for which it was well suited because of its isolation.  Many people are familiar with the Alcatraz Island Prison from movies made about it including Birdman of Alcatraz and Escape from Alcatraz.  Officially, no one ever succeeded in escaping from Alcatraz, although to this day there are five prisoners listed as "missing and presumed drowned.  During the 1920’s, Alcatraz gradually fell into disuse.

Alcatraz is one of San Francisco's most popular visitor attractions and its tours frequently sell out a week or more in advance.  Alcatraz Island had been privately owned when the War Department bought it because of its strategic location.  Most people know that Alcatraz was once a world-famous federal penitentiary, but the island’s history before and after the penitentiary era is less well known.  The earliest recorded owner of the island of Alcatraz is one Julian Workman, who was given it by Mexican governor Pio Pico in 1846 with the understanding he would construct a lighthouse on it.  The prison population at Alcatraz was made up of inmates who had histories of unmanageable behavior or escape attempts, and high-profile inmates who had been receiving special privileges because of their public status.  There was a ratio of one guard to every three prisoners on Alcatraz, as compared with other prisons, in which the ratio exceeded one guard to every twelve inmates, a measure which was meant to prevent the prisoners from trying to escape.  A view of Alcatraz is often used in an establishing shot of films and television shows set in San Francisco.  Today, Alcatraz is a place of contradictions, with a grim past and an enduring future as one of San Francisco's most prominent landmarks and tourist attractions.  When you visit Alcatraz Island be prepared for the one-quarter of a mile hike to the top or take the shuttle which makes a trip every hour to carry visitors up the slope.

You may have heard thatFederal Prison is much nicer than state prison: that is not true.  Serving a mandatory sentence at a federal prison was exactly the shot in the arm my career needed.  Everyone who will be working within a federal prison is required to take the course -- cooks, lawyers, general maintenance people, health personnel, and, of course, the actual guards who receive a lot more training.  Every time a federal prison is built, another 350-plus employees are forever invested in the Federal Employee Retirement System: like gum on the sole of your shoe, in other words, you can't get rid of them.  Because a federal prison is part of a large bureaucracy with its own policies and procedures, it is difficult for a small community to negotiate incentives or extract mitigations.

Prison is a different world

Prison is a different world and no one should enter that world without being well versed in the laws of the land.  That goes for guards, prison officials, and the person in the cell next door.  There are several levels of Federal Prison ranging from minimum security to super maximum.  The best thing you can do in prison is to see everything, hear everything and say nothing.  People who tell tales tothe guards or other prisoners are despised by everyone and can be physically attacked.  You can be attacked anywhere in the prison, though usually it will happen in a place where there is no direct surveillance by guards.  These prisoners need to be rehabilitated and reintroduced into society.  With the crowded prison conditions it’s a wonder that there has not been an out break of uncontrollable diseases.  Besides prison overcrowding and the expense, the toll on their lives will cost them so much more.  It's forced the prisons into massive overcrowding, when community service would have been an answer instead.  If all the non violent offenders were released we wouldn't need to build more prisons.  I think imprisoning someone for a non violent offence that was minor after they have repaid their debt and had their lives and families already ternished and stripped is absolutely awefull.  Veterans in State prison expected to serve an average of 22 months longer than non-veterans (112 months compared to 90 months).  Among State prisoners, 24% of veterans and 17% of non-veterans reported past IV drug use.  Cost per prisoner to incarcerate in a federal prison is approximately $28,000 with geriatric prisoners (55 years and older) costing as much as $80,000 per year.

Federal courts make things worse?

Federal courts have jurisdiction over major felonies, including drug trafficking.  So many people support bringing back parole to the federal system, yet this bill will most likely never get passed.  Being a former Federal inmate I believe that the prison does not help these people learn a lesson, in fact it teaches them other ways to break the law.  I know a man who is currently incarcerated for a federal crime for which he received 55 months.  More importantly, life in prison — at least in federal prison — is not the hell hole of violence, rape, and mayhem depicted in the movies.

The maximum length of a sentence an Inmate can serve in the Chautauqua County Jail is two years.  The scope of what is actually available to inmates in the County Jail may surprise you.  Seattle police are investigating the death of a woman who died at the King County Jail on Monday, the fifth person to die in custody this year, and as many as had died in all of 2006.  The Jackson County Jail serves all law enforcement agencies in the area, and the Corrections Division employs an average of 70 full-time employees.  Governor says county jail contracts may need to be re-examined.
