Government records include machine readable records, data stored ininformation systems, film, audio and audio-visual tapes, etc.  Government Records are records in any medium (paper, film, or electronic) generated by any governmental agency or office--state, county, or local (township, or municipality or other)--during its official course of duties.  You may be denied access to government records about you if they involve: Law enforcement activities The Central Intelligence Agency (CIA) Litigation Civil service exams (to the extent access would affect the fairness of the tests) And confidential government sources.  These guidelines are an initial attempt to provide some standards and structure to the local government records management effort.

The sale of public records is an issue that has become problematic in recent years, as an increasing number of government records from federal, state, and local governments are being sold by private individuals and through online auctions, rather than remaining in the ownership of the public as ordained by law.  Recent legislation expands the right of public access to government records.  The Government Records Division publishes technical and procedural leaflets to assist and advise state and local agencies on records and information management issues.

To access government records, a requester must determine which records he or she wishes to see or copy, and then determine which public agency holds them.  Provisional and Territorial Records Guide Includes maps, agency and county histories, and descriptions of provisional and territorial government records in the holdings of the Oregon State Archives.  A custodian of local government records, records management officer, or other officer or employee of a local government may not be held personally liable for the destruction of a local government record if the destruction is in compliance with this subtitle and rules adopted under it.

The central agency responsible for promoting good recordkeeping in government is the Government Records Office.  Prior to allowing access to any government record, the custodian thereof shallredact from that record any information which discloses the social security number, credit cardnumber, unlisted telephone number, or driver license number of any person ; except for use byany government agency, including any court or law enforcement agency, in carrying out itsfunctions, or any private person or entity acting on behalf thereof, or any private person or entityseeking to enforce payment of court-ordered child support; except with respect to the disclosureof driver information by the Division of Motor Vehicles as permitted by section 2 of P.  Additionally, county governments are encouraged to microfilm permanent records to alleviate the storage problems in offices.
